What is an ESOS qualifying business?

An organisation qualifies for ESOS (Energy Savings Opportunity Scheme) if, on the qualification date, it is a large undertaking or is part of a corporate group that contains at least one large undertaking.

A business qualifies if it meets

one or more

of the following criteria:

  1. It employs

250 or more people

This includes full-time and part-time employees (calculated as full-time equivalents in certain circumstances).

OR

  1. It has BOTH:
  • An annual turnover of more than €50 million (approximately £43–45 million, depending on exchange rates), and
  • An annual balance sheet total of more than €43 million (approximately £37–39 million).

Meeting only one of these financial thresholds is not enough—both must be exceeded if the business has fewer than 250 employees.

Group companies

If your company is part of a corporate group, the assessment is based on the entire group, not just an individual subsidiary.

For example:

  • A manufacturing company with 80 employees may still qualify if its parent company employs 1,000 people.
  • Likewise, multiple smaller businesses within a group may collectively fall within ESOS.

What energy must be assessed?

Qualifying organisations must assess at least 95% of their total energy consumption, including:

  • Electricity
  • Natural gas
  • LPG and other fuels
  • Heating fuels
  • Transport fuel (company vehicles, fleet, business travel where applicable)
  • Energy used across buildings, industrial processes and transport

What must businesses do?

Qualifying organisations must:
